After 2002-05-31 European Union and its states official approvaled the Kyoto Protocol, the whole European country typical of Germany legislated for the new energy, improved the measures for promoting new energy. New energy development can not be achieved without supporting measure of the country, one package formation in terms of production , study and research may speed up new energy development.Ding Qiang advised: the research for new energy industry should support by the relevant education. Otherwise, the manevverability of support measures needs to be improved.For example, the country promotes new energy products, enlarges the market share and cooperates with national policy could form benign development.
